Alternator Bracket
 
Knocked the tab off the alternator bracket, is there any possible way to weld it back on... just trying to avoid pulling the power steering pulley off. I'm not actually going to drive vehicle just move it around the yard. When it's done being built it will be replaced.
Also what causes a jelly like sledge on thermostat and housing.

As always thanks in advance for your advice. It is greatly appreciated!
