Leaf spring cross bolt

I am guessing they all came like this the bolt not straight across the springs. Springs Don't want to line up even. Don't no if I can hit it hard enough to move it or will move at all. All ready painted them. What is the best way to straighten them.

Below is the best picture I could find (quick);)

You could use c-clamps and wood blocks to get springs into place.
