Where does the wave washer go for the parking brake lever?

I've seen a few references where the wave washer is installed two different ways. Which is right? Thanks

A. behind E-clip on face of brake shoe (first image)
B. between parking brake lever and inside of brake shoe (second image)

I prefer the second installation method. This maximizes the surface contact between the washer and the steel parts, which minimizes wear on the washer. The first method would tend to wear the washer on the inner half of it's surface. Either way will work fine and the difference in wear has got to be minimal.

I was a tech for 30yrs it was always between the lever and the brake shoe. If there was a washer under the e-clip it was a flat one and that was rare. The idea of the wave in the washer is to act like a spring and push the lever away slightly from the shoe so it moves freely.
