What is this door/window piece?

I was working on my passenger door window regulator when I found this laying in the bottom of my door. I can't find it on a parts diagram. What is it?

Edit: is that the clip that goes on the back of the key cylinder?

That one looks like it is in pretty bad shape. Do both of your door locks have the clips in place?
