I would use Evapo-rust then you can paint it with the paint of your choice.

I really like this evapo-rust , It is reusable if you can contain it.

Perfect for small parts.

With the bigger parts you lay a rag or towel over it and keep it damp.

Some of the gears I clean with it sat out for several weeks with no signs of flash rust.

I would spot sand blast it as needed and then as said above a good spray bomb paint will be fine.

Sandblast that part. Then use a quality self etching primer, then paint semi-gloss black.

You can remove that piece from the fiberglass box if you drill the pop rivets out. The one in my Burban were rusted worse than yours so I removed it, sandblasted it followed by treating with Ospho. After I was sure the Ospho was neutralized I primed with self etching primer and painted.

Here's a link to what I did. Starting at post 1010.

The only real solution regardless of the question is blast the rust away.

pretty sure none of those paints will outgas after it's flashed off and cured, but I suppose you could warm it to ~125F and bake it a little for extra cure, then give her a sniff

Mine had some rust. Not enough to disassemble it. I removed it, and painted much of its interior with master series primer and paint. The exterior sheet metal primed and painted. You may need a new flapper door, the hinges are prone to rust.
