Brake Pedal will not spring back

My nephew just picked up an 89 and the brake pedal gets hung up every once in a while. he says if he turns the car off it will pop back.

What should I look for? is there a spring on the pedal?

The only thin that comes to my mind is the brake booster. How, I can't exactly figure out how to explain it. Hopefully some smarter folks will chime in.
