Is that threaded into the exhaust manifold? If so then my guess is a backfire pressure release valve.

seems like a built in elbow burner, lol.
i would also say it has something to do with exhaust backfire prevention but thats a guess. I would assume there is a springloaded valve in there somewhere that would allow air to flow in but not allow exhaust to exit. prerunner to the air injection systems they had later maybe? never seen one ebfore either

Yep, it is threaded into the exhaust manifold.

Does it have a valve on it? I have not seen one exactly like that but I'm thinking it is an exhaust whistle / horn. More common on Model T / A vintage stuff and usually shaped like a horn or flute, they'd have a little valve you could pull open with a wire or string. Lots of aftermarket versions around in years gone by.

Any pictures from other side or looking up from underneath?
