what is this part with the bolt thru it?? and can I replace it??

That acts as a U-joint between the steering column and the shaft to the gearbox.
It can be replaced with something like this in the link below.

Just be sure to measure both ends to get the correct one.

Does that part wear out? the bolt was a lil loose, the steering wheel wanders when driving.

It has 2 Square pieces that sometimes will wear.
You can move the steering wheel back and forth while the truck is sitting still and see how much slack it has in it.

I don't think the bolt being loose would make steering loose as I believe the coupling is splined. I'd check the steering box and front steering components, they usually wear before that coupling does. If it is the coupling you can buy them, jeep sites usually are cheaper than other sites.

You'll need to double check the spline sizes, I think jeep has one size for manual steering and another for power. Not sure about the Chevy trucks.

Also check frame where steering box is mounted. My frame cracked and made noise and some slack. Had to have it welded. Was not a cheap weld either.

anyone know what size sockets for that jeep shaft?
