Was it under the steering wheel? Turn signal cancel cam. Dry the Dorman help section at the parts store.

The wire will be the "Grounding Path" to the horn relay.

I get that part. I didn’t see a wire with the new part. My old part has some sort of spring inside the cone where the wire comes out. What ever is there was supposed to make connection to the ring , that contact is Not being made.
When the new part arrives it should be easier to figure out

The one you show in your picture is for a tilt column, hope didn't order the one that was in Steeveedees post, that was for a non tilt column they are different!

Yes I ordered the one that looked exactly like the one I have. It’s for a tilt which is what I have.

That wire is something that is added to that part with an aftermarket steering wheel.

Not sure if this is the right one but you can possible look at the instructions for this item:

You also going to need the spring. Goes on the shaft first then cancel cam.

Ya I thought there was a spring missing. I was trying to find where to buy one then went out to my “ never throw anything away cubby hole” and found a spring that works perfect just waiting on the new ring
