That would be illegal regardless of the mileage on the drivetrain. The odometer is for the mileage on the vehicle itself. If you replace the odometer with a new one, you are obligated to note the mileage on the old one, to note if it had rolled over once or more, and to note that the odometer has been replaced. Maryland is the fourth state I've had my Chevy registered in and they've all had the same legal requirement for titling.
