Why not try setting a late 70's trams am air cleaner/hood scoop on your engine. Then cut out the air intake hole and put in a flapper that is opened by your carb linkage. The air intake hole could be towards the back or front depending on your taste. It's not in the cowl but maybe something that might work. Just a thought.
