A true cowl induction system has a rubber seal around the top of the breather that seals it to the hood. Inside the seal there is a hole in the hood under the top of the cowl scoop so that the air coming in through the cowl induction scoop is being forced into the engine's intake. 70 Chevelle SS had this. The truck cowl induction hoods are more for looks than anything.
