Looks like someone patched up the floor boards on the drivers side.
Easy solution, drill a hole as close as you can figure the correct spot is, take off the rocker box end cap. Get a nut thingy from a junkyard truck(might be difficult) like you see on the top left corner in the picture below and tack it to the backside of the floor.
If you cant get a "nut thingy" you can make one by welding the correct sized nut to a small piece of flat steel.
