It's not necesarily a hub. He did mention axle and not tire. A good way of testing it is by locking in both hubs. Have someone hold your left tire while you turn your driveshaft. Your right tire should turn. Then do the oppostie by holding your right while you turn your driveshaft and your left should turn. If you see you axke shaft turning but not the tire then yes it would be a hub. If nothing is turning I would pop that diff and check it out.
