Elderly couple? Most vehicles that I've asked about in the same situation always come out like this, "I bought the thing a few years ago and was gonna restore it, but now I've got no time". Honestly I think that just waiting for the time when you spot someone is the best time to ask. I always say approach someone the same way that you would expect to be approached.
