A trick to find out if it is the heat was shown to me by an old man at the gas station I was stuck at. Get a cup or 2 of cold water and slowly pour it over the starter. This will cool it off and if heat is the issue it should start up.

Before I would pour water on the starter I would just use a bag of ice if available. Water and electric components do not mix well.
