My understanding (and I could very well be wrong) was that if the ECU/PCM is throwing codes related to o2 sensors, it can/will retard timing and therefore affect performance.

What you are saying then, is that if the ECU/PCU is reprogrammed correctly, the o2 simulators are not needed. "Correctly" being the key term.
