The stuff on the face is just dust, less a tiny bit of rust on the two rivets that hold the face plate on, there is nothing wrong with it.
I am willing to gaurantee it's functioning for 30 days after you get it (I'll refund the full amount paid to me, + pay for return shipping on the tach)
Just give the faceplate a wipe, put it in, and go
