I'm lost, Why do you need foot on brakes and WOT?

I thought that the stall speed was actually when the fluid transfered and your vehicle starts to move. If you are just above idle, the truck starts to move Aprox 1000 rpm. I just don't understand 1500-1700rpm. Is that when the converter rotates at the same speed?

HELP!
