First of all it is not rust free if it has rust. Rust usually does not live alone. Lift the carpet or mat and check for other rust spots. Crawl under the truck and look at all the usual rusted areas.
You say he is asking $4000. Have a friend go with you and give him $500 in cash. Take $3000 in cash and put it in your pocket. Pull the GREEN CASH out of your pocket and offer him $3000 cash. If he counter offers with $3500, and you want to pay that much, ask your friend if he has any cash and get your $500 from him? Shake hands, do the paper work, drive away and try to quit smiling.
