The only holes needed are the 4 on the top for the rad hold downs. Pick the rad you are going to use and test mount it. See what set of holes you will need to keep. Other than thoes there are 2 at the top left and 2 at the top right they are nuts for the corner fender to rad support bracket its a triangle shape one from the top down 2 into the fender and 2 into the rad support.

Here is a pic of mine not the best but it does justice. I shaved the most all the hole just not all the nuts
