I don't see that having them inside your tires is of any possible benefit. I am thinking along the line of the "spinner" type of big roller wheels. They don't start out spinning, from a stop. There has to be some acceleration, during which time the spinner starts to spin. When you stop, the spinner keeps spinning until there is no more momentum. I foresee that the golf balls, bb's or any other round object would do essentially the same.
I'm not an physics person, either. I just have to go by my gut, which I am amply qualified to do.
