Sorry guys - I missed this post !
That is most likely a valve lapping tool , missing an attachment . It would alternate direction and lap the valve seat .
There are some like it that were used as paint mixers in the old days also . Judging by the old carpenter tools in the picture , that would be my guess as to what it was used for by the owner . Definitely "old school " !
