Do you mean the braided metal that you can see to the right of the fuel filter? That's a grounding strap. Not sure why someone would put it there, other than it's easy to reach.
If the pad on the front passenger side block, where it meets the head, doesn't have anything on it, it means that your block has been decked. That's where the id numbers from the build process are stamped.
