Those are GM accessory wheel covers and they are in the GM accessory brochures for sure in 67 but I'm sure they were available in other years in that era. . My brother had a set on his near new 67 Impala SS back then and thats where I saw them in his accessory brochure that was in with the owners manual.They were "mag" style wheel covers to simulate the aftermarket mag wheels of the 60's. They made them in 13", 14", for sure and I think 15" but were popular on Chevelles, Impalas, Camaros, and the 13" was for the Corvair.
