I agree with several of the above. Remove all loose rust and then apply an oil based water repellent. Rust Check is the best I know - it will literally crawl into any crevice and keep moisture out of the most damaging spots while maintaining its liquidity. I would avoid any type of solidifying undercoating as many will actually create moisture pockets if not maintained regularily.
