I guess if you lived closer i'd help you fix it...
Usually these problems are of the tear it apart at start looking nature. However i'd get the 76 wiring diagrams and a good dvom and make sure the column mounted ign. switch is providing the proper voltage to the fuse panel to begin with...after that you'll have to pull the outside connector before you remove the two screws that hold the interior section to the firewall. There might be a jumper or something back there with a loose and or burned connection. The terminals in the panel are series 59 which look like series 56 but they are larger. Series 56 is like the headlight connections and the a/c clutch connections...

You still might have to remove the fuse panel from the firewall once you have figured out what circuit from the ign switch is acc so you can access it to see if it is providing power to the fuse panel...
