I installed a Grant wheel a few months back and had the same problem - the horn was always on. Turned out I pressed the Grant adapter on too far and it bottomed against the factory plate behind it (I'm still not sure how they expect it to NOT short out).

I pulled it back apart, made a custom gasket to insulate the two pieces and now it works great.
