Don't know about in Des Moines but in this part of Washington sand is cheap. There's a local guy that sells a dump truck and trailer full for $60 delivered. I'd fill it with sand except the top couple feet then put top soil on it. Also on the steep yard deal, one of the local contractors has a small offroad dump truck with tracks for that kind of thing.
