Thats part of it. They should have put the cylinder push point about 2"-3" forward directly under the upright for the strap, that way it would spread the load out over the length of the beam not concetrate it at the weakest point in the beam. The way they have the strap its minimally effective. Probably 200 lbs over the beam rating with out the strap. Which would be just the tube rating.
Faulty design no doubt about it. If they moved it from the green line to the yellow line it would be fine.
The one branded AC Delco is in the right position. I don't know about the others. if you have a hoist and as long the cylinder push point in directly under the upright for the strap the hoist if ok.
This may be helpful in getting their attention.
