Well, there are some hard decisions to make. I personally hate to see stuff going to the junkyard.
I think you have to decide first what you want to end up with - begin with the end in mind. If you want a perfect, professionally-restored truck or a wow show truck, then 25-30K isn't enough. :/
If you want something that runs and improves over time, why not? Do the mechanical work to get it running, and start working on the problem areas. I'm doing a "driving restoration", and while it's not always easy I pretty much always have the truck to drive, the $$$ are spread out and paced as I can afford it and it gets better all the time. Sometime in the future I'll end up with a good, solid truck...and it'll be done exactly the way I want it.
This looks restorable to me - it's a cool truck and has a personal connection...GO FOR IT!
