Usually only .060 over is recommended but that is due to casting shift.The mold used to cast the block shifts some when it is poured.The cylinder walls may be thinner on one side and not have enough material to bore more.The block can be sonic checked for cyl wall thickness.Some of the aftermarket blocks come with thicker cyl walls and can be bored much more.Another consideration is that the cyl wall needs to be thicker on the wall in direction of crank rotation.
