I have done a ton of aluminum powder. Mostly valve covers and intake manifolds. I shoot gloss clearover the raw aluminum and it looks great. I have a high gloss "chrome" that looks good when you shoot a clear over the top, I also have a straight aluminum color that looks good with clear as well.

With a polished wheel, the powder may not stick. You would have to strip the wheels for a good powder job.

I shot a raw aluminum mountain bike frame with a clear nickel metal flake powder I have and it looked nearly as cool as chrome in the sunlight.
