As far as fixing the truck, don't lube the speedo cable with anything but speedo cable lube. It's a high graphite lube that doesn't gel when its cold, which can ruin your speedo cable.

I would call a local attorney about the ticket. Most will give you a few minutes of their time to tell you what to expect. Also, a call to the city or county attorney will let you find out what they will do.
