I've no experience with "Blueprint Engines", or crate motors in general, but Jeg's is a solid company I've dealt with before, and would again in the future.
The "Base" package seems to be a better deal, as you could likely add the extras in the "Dress" package for less than $1400. Also, 2yr/24k warranty is good for crate motors. Keep in mind the "Blueprint" engine is likely "seasoned" and has a hotter cam, whereas the GMPP HT383 is all new parts, and includes a water pump and plugs. Also, the picture you included is not the $3099 deal. That motor is shown below.
I'd suspect the 405 hp/440 ft.lbs is a "gross" rating. Expect at least 20-25 % loss with accesories ("net" rating), and maybe up to 1/3 less thru the entire driveline (auto?) to the pavement, but that will happen regardless with any motor.
If shipping doesn't kill the deal, sounds reasonable to me.
