Bouncy is not a condition sway bars fix. They fix sway/roll issues. Some lift springs are stiff enough that one wouldn't notice the sway bar disconnected on the road. Soft springs really can use a sway bar on the street because the springs flex so much.

Bouncy issues are from high rate springs, worn out shocks or very stiff shocks.
