Brakes and Tranny

So my tranny wasn't shifting and I took some advice off here and went to look at the modulator valve and come to find out the hose that comes off it which I'm assuming is the vacuum line was dry rotted apart...like it's a piece about a half an inch long left and connected to nothing...wondering if that would fix my problem?

My master cylinder has no seal on the top to create a good vacuum I was wondering if I replaced the seal on there if you think that in combo with bleeding my brakes again would possibly make my brakes work. The reason being is when I put my foot on the pedal and start it it doesn't go down as much as it should...just wondering any input is appreciated.
