The cap for the master cylinder has really no effect on their operation. Yes, it should have a good seal, since you need to limit the amount of exposure the fluid has to the atmosphere (it will absorb moisture if left exposed - that's bad), but it has no effect on functionality.

My power brakes are pretty stiff, but they work REALLY well.

It's possible that you have a bad booster? How does your #8 spark plug look?
