When cold you want the choke butterfly to close completely with a little spring tension holding it closed. When you start to crank the engine over the engine vacuum causes the choke pull-off to open the butterfly the proper amount so not to run rich while cold.

I have a setting marked on mine for summer and winter because it takes longer to warm up during winter.

When the choke is adjusted properly along with the cold high idle adjustment all that should be needed is one maybe two pats on the gas pedal to set the choke and high idle cam.
