I don't believe the option refers to the paint scheme since they already have codes for the solid, conventional two tone(ZY2), special two tone (ZY3), deluxe two tone (ZY4) and exterior decor package (ZY5) which were the available paint combos in 1984.

From the 84 Brochure:

I think it is a package similar to the Royal Sierra or Bonanza packages from the 70s which were really just options grouped together called a special purely for marketing purposes. If you took several Sequoia Specials and compared their options they would probably all hold many of them in common.
