Over 10,000 GVW,back in the`80s when the laws started,were mostly commercial vehicles (cab`n`chassis that only have a front bumper and a purpose-built body mounted.Also,how do you enforce a height law on a crop truck or all wheel drive lineman rigs,etc.These trucks sit hogh for a purpose and they can`t change that.There`s loop-hole for pickup guys and K/30 SRWs started selling to that crowd,until GM came out with IFS.Then,it all went to F350s.
When they started that law I had my Blazer with &" of lift and 37" Swampers.For a month or so everytime I saw a cop pull up I`d just say the measurement as they walked up.I believe it was 27" and I`d just say,"26 3/4" as they were opening their trunk to get the yardstick out.I had a 4"lift + body-lift.So the bumpers weren`t too high.Whenever a new vehicle law gets passed,they act like it`s the only law for awhile.Then,it doesn`t seem to matter unless they want you for something else.
