I saw some of those seats you're talking about at the Dallas Swap Meet. I can't remember how much the were but they were definitely under $200. The guy there told me all you have to do to mount those is unbolt the brackets off your original seat and bolt them to the new seat. There may be some slight mods needed but not much.

I bought my wheel for $25 plus shipping. I think $30 is a good deal because I've seen severald on eBay go for $50.
