Knee-jerk answer would be wrong prop. valve.

Disc/Drum proportioning valve on the disc/disc setup would cause that because the drum brakes require residual pressure, and the disc/drum prop valves provide that. So if he didn't change it, then the rear discs are holding line pressure.

You should also check the rubber lines on the rear.
