They call it a zero rate add-a-leaf, because you take out the center pin of your leaf spring pack, add this piece, and bolt the leafspring pack together. It can't (?) blow out like a lift block might on the front axle.
And yes, it will help move your axle back in the wheel well opening. It has (3) holes, centered, 1" & 1-1/2" offset, IIRC.
