Horn Issue

I posted this yesterday with no pictures, I now have a few to add. Where the wire is coming out of the inside hub is where the contact post goes, I just put a jumper wire in to see if I could get contact between the cover and the wheel.

I have a 68 Step that I am having problems with the horn contact. I think that I have a bastard steering wheel that uses the round Chevy metal cover with a rubber insulator. The wheel I have is 4 spoke (8, 10, 2 and 4 o'clock). The location of the contact post/plunger does not allow a contact to the cap. Even if it did make contact the contact between the cap and steering column is hindered, I ran a wire between the insulated post and the cap to see if it would work, I literally had to push the cap out of the rubber insulator to make horn contact. I bought a conversion kit and that didn't work. Any ideas?
