sounds like the insulator(nylon circle with 3posts) and flexplate thing (brass looking the 3lugs of insulatorgo thru the holes) is installed improperly/// or the black wire inside the column got grounded out when installing the cam// easy way to tell is take of the wheel and if the horn is still blowin its in the column if it stops its in the wheel mechanism
