I'm not sure what all that smog stuff entails, but I can't think of anything else on the carb besides ported and manifold vacuum, which your typical edelbrock or holley will have.

My truck came with a Holley remanufactured Q-Jet and it seemed to be a real good carb. The previous owner installed it and I'm assuming it was bought at a chain store. I would look into getting a reman. I'm not sure how much they cost since I've never bought one but it wouldn't hurt to check. The advantage is that it will swap right in and run right provided you got the right carb.
