I agree. Diagnosing what your average air/fuel ratio is is a great 1st step toward knowing exactly what the cause of the problem is. Also, temporarily add a vacuum gauge with a long piece of tubing. 16-21" of vacuum while cruising would be average depending on the cam you're running.
Pull your plugs. Are they sooty black? If so, that's a sure sign it's rich. The porcelain should be mostly white with a golden brown tip.
I'd guess it's severely retarded timing, stuck, bad or wrong needles/jets in the carb, or a severe vacuum leak. Emergency brakes stuck on?
