You can put the axle above the springs and make a "pad" for the bottom of the axle. It should look just like the other pad but reach around the axle and rest on "bottom" of the old pad. Looks alot like a mini C notch. I have a set but I can't get to them to take a pic. Hmmmm... it looks like this but one peice. [_] The axle will fit between these and the bracket will rest on the bottom of the existing pad. The leafs will be at the bottom of all of this. It must seem like I'm babbling but they do exist!
