Had the same problem. I took the horn out to check it. I rigged it to wire it directly to the battery. Your horn should have just one connector. The bolt on the mount to the frame should be the ground. I sanded it down real good and placed a wire on the ground side and clamped it to the neg. terminal. Then I touched the other wire to + side of the battery...

At the time I did this, I did not have my meter with me so I couldn't check to see if I was actually getting voltage to the horn itself.

Found out my horn was bad. Had to buy new one.
